A California native born in Glendale, California, Jacobs Executive Director of Operations Cory Hooper, has returned to his roots after living in Colorado and Florida. Cory’s favorite part of his role is providing growth opportunities for his team and mentoring others, and he’s known for always knowing how to create a community wherever he lands.

Alicia Cannon, Jacobs Department Leader Southern California Transportation
Alicia Cannon is Jacobs’ Department Leader for the Southern California transportation market and is based in Ontario, California. She was born and raised in the Inland Empire and has spent most of her career working on local projects and improving the transportation system. Her deep understanding of institutional policies and procedures, backed by 30 years of experience in highway/roadway engineering and project management, has enabled her to successfully deliver numerous PS&E contracts.

Seth Torma has more than 25 years of progressive transportation planning experience focused on integrating all modes of transportation – auto traffic, goods movement, transit, rail, active transportation, travel demand management and intelligent transportation systems – to deliver multimodal solutions.

Melanie Holmer recently joined Jacobs as Global Water Reuse Principal and Vice President. An environmental engineer with more than 25 years’ experience, Melanie specializes in strategic planning, process selection, detailed design, program management and technical direction in drinking water, wastewater and water reuse.

Terry Krause is a seasoned program manager at Jacobs with 50 years of experience in all aspects of water and wastewater treatment as well as wastewater collection and water storage and distribution systems. This experience ranges from preliminary studies through detailed engineering designs and construction related services. He has supported projects both nationally and internationally, including alternative delivery approaches such as design-build.

Brett Jones, Jacobs Project Manager
From the drafting table to the dynamic world of civil engineering, Brett Jones has charted a course through the industry with a compass set on innovation and practical application. Currently steering the helm as the project manager for the Automated People Mover (APM) at Los Angeles International Airport, Brett is orchestrating the grand symphony of construction, testing, and commissioning with a key client, all tuned toward a grand opening slated for early 2026.

Edwin Van Ginkel, Jacobs Senior Program Director
Jacobs Senior Program Director Edwin Van Ginkel is always trying to make an impact. Across his 30-year career, Edwin has worked almost exclusively on billion-dollar public programs, specifically in K-12 and higher education, at previous firms, his own company, and now Jacobs. Currently, he leads the program management team for the Los Angeles Community College District (LACCD), the largest community college district in the United States with nine individual colleges.

Working with clients to create social equity is a source of deep joy for Toyin Ogunfolaju. It’s not surprising as she has a deep personal connection to the issue. Having emigrated from Nigeria with her family when she was three years old, she’s witnessed firsthand the underinvestment in minority communities, in who gets prioritized and who doesn't. That experience has fueled her passion to help clients rethink the possibilities and discover a new balance.

Anna James is a leader and engineer with more than 12 years’ experience on a variety of programs and projects including urban watermain replacement, wastewater process design and resiliency work. She has led and delivered large capital improvement programs, including several in California, and leads a team of water and wastewater staff in the San Francisco Bay Area.

Maricela Gomez has spent 20 years in the public and private sectors, working to transform policies that impact our daily lives and on projects that make policies a reality. Previously, Maricela served as Communications Director for BuildLACCD, a capital improvement program to build and enhance the nine colleges of the LACCD. As Jacobs' Vice President of West Region Client Relations, she looks forward to bringing all that experience and putting it towards the projects that matter, creating a vision for the future.

The McCarthy-Jacobs joint venture was selected to design and build the Torrance Groundwater Desalter Expansion, a critical component of Water Replenishment District (WRD) of Southern California’s Brackish Groundwater Reclamation Program and its larger “WIN 4 ALL” initiative.
